The Department of Community Development is responsible for managing all development in the city not on public lands. The Department is primarily responsible for implementing strategies adopted by the City Council to enhance Maryland Heights' identity and visual appearance and to strengthen the city's position in the St. Louis region as a desirable residential community and a major commercial and hospitality center. It consists of two divisions: Planning/Zoning and Building/Codes.

The Division of Planning and Zoning is primarily responsible for zoning regulation, ordinance amendments, comprehensive planning, and for providing staff support to the Planning Commission, Board of Zoning Adjustment, and Beautification Commission.

Building Inspection and Code Enforcement

The Division of Building Inspection and Code Enforcement is responsible for Building and Zoning Code enforcement, building permit plan review, nuisance abatement, occupancy inspections (for new and existing buildings) within the city, Flood Plain Management, Community Development Block Grant administration and for providing staff support to the Community Development Committee and the Board of Code Appeals.
