What are Utility Tax Rebates?

Did you know that the City of Maryland Heights refunds municipal utility taxes to our senior and disabled residents? This service, provided by the City, has been coordinated by the Parks and Recreation Department for many years and allows our senior and disabled residents to recoup taxes that they've paid throughout the year on their utilities: water, electric, and gas. The City provides a flat $40 rebate for one phone line (landline or mobile). After residents meet with staff and provide the proper paperwork, they will be sent a check in the mail three weeks after filing paperwork. It's the City's way of providing care and support to our seniors right before the holidays.

Who is eligible?
There are two ways to qualify for Utility Tax Rebates:

1. A resident must be 62 years or older by November 1, 2023 and retired.

2. A resident must be 18 years or older by November 1, 2023, have a disability, and make less than $10,000 a year, excluding Social Security, disability income, or any other payments received as a result of the disability.

How do I get my rebate?
Those who are qualified to receive Utility Tax Rebates have a few options on how to obtain their rebate:
New applicants - If this is your first time applying for the Utility Tax Rebates, you will have to apply in person. Keep reading for more information on how to make an appointment.
Returning Applicants - If you have already received Utility Tax Rebates in the past, you have the following options:
  • Make an appointment and bring in the necessary paperwork. If you are unable to make it in-person, a neighbor, friend, or family member may bring them in for you.
  • For those who are a bit more tech savvy, or know someone who is, you may also scan and email all requested documents as a .PDF and email them to rebate@marylandheights.com. You will receive an email confirmation when your paperwork is received. Please allow up to three business days for a response. JPEG, PNG, or other image files will not be accepted.
  • Paperwork can also be faxed at (314) 738-2579.
What do I need to provide?
In order to start the Utility Tax Rebate process, we must verify your identity, age, and residency. If you are a new applicant, please bring in a photo ID. Bring in your Social Security award letter, if disabled. If you are a returning applicant, we will already have this information on file.

All applicants will need to gather twelve bill statements from your water, electric, and gas companies dated November 2022 to October 2023. It is possible to request a one page summary of municipal charges from Ameren and Spire. You may also provide bills from one phone line (either a landline or mobile) dated November 2022 to October 2023. Your name and address must be on the bill.

How do I make an appointment?
In-person appointments are required for new applicants and available to eligible residents who would rather have an in person process. Appointments are scheduled for the following dates/times:

We will begin taking reservations for appointments on Tuesday, September 5. To make a reservation, you may stop by the Community Center Welcome Desk or call (314) 738-2599. If you are a returning applicant, you may email or fax your paperwork as soon as you receive your October 2023 bills.
