Block Grant 101 & Fair Housing Info

Did you know that St. Louis County facilitates a Community Development Block Grant that helps serve County populations, including residents of Maryland Heights?

The U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) program provides annual grants on a formula basis to entitled cities and counties to develop viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, principally for low and moderate income persons. 

In practice, this grant helps fund work such as home improvement and maintenance for those in need, as well as infrastructure development and improvements for various parts of public land. CDBG grants stipulate that at least 70% of funds must be dedicated towards activities that will benefit low and moderate income persons, the exact nature of fund allocation determined by the parties to which it is awarded. 

This year, the City of Maryland Heights has $158,400 allocated for the a three-year Block Grant fund, running from 2023-2025. These monies will be used for the purposes of rehabilitating privately owned single family residences. The Block Grant Public Hearing will take place at the Government Center Council Chambers on Thursday, April 13th at 3 p.m. In this hearing, a representative from St. Louis County will be present to explain the process and function of the CDBG grant, as well as to answer any questions that residents may have about the grant. Residents who are interested in any aspect of the grant process are encouraged to attend - the meeting is broadly informal, and is focused on providing information above all else. 

The Block Grant is but one part of the City's commitment to fair housing in our community. To further its commitment to fair and equitable treatment of all citizens, the City has enacted and/or enforces the following: 
  • A Fair Housing Ordinance prohibiting unlawful discrimination against any person because of race, sex, gender identity, sexual orientation, color, religion, disability, familial status or national origin;
  • A Policy of Nondiscrimination on the basis of Disability in the admission or access to, or employment in, its federally assisted programs or activities;
  • A Policy of Equal Opportunity to Participate in Municipal Programs and Services regardless of race, color, religion, sex, age, disability, familial status, national origin or political affiliation;
  • A requirement for bidding on Community Development Block Grant (CDBG) activities that promote employment opportunities created by HUD funding and that these opportunities be afforded to low-income community residents and businesses.
